Rich Bulger
Rich Bulger is a sustainability leader and infopreneur with deep expertise in eco-friendly product transfer strategies.
Biography
Rich Bulger is a recognized leader in reverse logistics and the pioneer of the term Circular Logistics—an end-to-end framework that maps the seamless handoff between forward and reverse supply chains as products move from one owner to the next. With over 20 years of executive experience, he has transformed supply chains into engines of sustainability and growth through senior roles at Verizon, Cisco, and RecirQ. Today, he serves as Founder & Chief Circularity Officer of All Things Circular, where he equips business leaders to unlock competitive advantage through circular logistics.
Bulger has developed and implemented global best practices, introducing Verizon’s first trade-in program in 2010 and scaling it into a $1.6B annual revenue engine from recirculated equipment. At Cisco, he led worldwide reverse logistics operations, where his team’s innovations contributed to Cisco winning three Gartner Supply Chain Awards. As CEO of RecirQ, he grew revenues from $27M to $116M in just five years while establishing a world-class sustainability brand.
In recognition of his impact on the industry, Bulger served three years on the Advisory Board of the Reverse Logistics Association, was named the 2025 RLA Educator of the Year, and authored Going Circular: The Evolution of Reverse Logistics into a Competitive Weapon. His book has become required course material for American Public University’s Reverse Logistics bachelor’s and master’s degree programs, cementing its role as the first executive-level textbook to frame reverse logistics as a profit driver rather than a cost center.
Bulger also co-designed and co-instructs the All Things Circular Masterclass with Peter C. Evans, bridging platform strategy and circular logistics. This program has been delivered across the U.S., Europe, and Asia, training executives from leading corporations on how to operationalize circularity and capture new revenue streams.
His thought leadership extends to building digital marketplaces and valuation models that connect excess inventory with recommerce demand, helping organizations like HP, Verizon, and Cisco reimagine their service supply chains. He advocates for practical frameworks—such as reuse-cycle depreciation, BOM mapping, and circular platform strategies—that enable companies to reduce waste, maximize asset value, and accelerate sustainability goals.
An influential voice in the field, Bulger is a frequent keynote speaker, panelist, and moderator at industry forums including the Reverse Logistics Association, ITAD Summit, and NeX eCommerce. His ability to blend hands-on operational expertise with strategic vision has made him a sought-after advisor for corporations, investors, and policymakers shaping the future of sustainable commerce.
Bulger’s work underscores a central thesis: Circular Logistics is the connective tissue between forward and reverse flows, transforming reverse logistics from a back-office necessity into a competitive weapon that generates billions in revenue while advancing global sustainability.
